Hey there! There's a good guide called "The Best of Times TTW", I think it's more updated than "Wasteland Survival Guide". Mods that can help with stuttering are NVTF, 4GB Patcher, New Vegas Heap Replacer, JIP LN NVSE, JohnnyGuitar NVSE, IStewieAI's Tweaks, Combat Lag Fix (NVSE). Those are basically mods included in the guide, so yeah!
