To get this affect on all: Unitframes -> General -> Colors. To get this affect on specific unitframes: Unitframes -> Choose Individual or Group -> Choose the unitframe you want to change -> Select Health -> Class Color Overide. They're using an additional mod to create that effect. Most likely it's BenikUI or MerathilsUI.You can set up normal party frames that look like grid by going to interface > raid profiles > check the box that says raid style party frames and move that around to where you’d like it. Reducing the time eyes need to travel between the UI and the character tends to alleviate some of the stress that being a melee-healer brings.
