I'm pretty sure they stated that you'll be able to just buy the other exotic glaive patterns once you get your first, but I forget when it's supposed to happen. It's RNG just bad luck. ~120 Master wellspring to get all 3. fyi you don't need to be a certain class to drop them, you can drop all three patterns just playing one class.
It does in fact drop exotic glaive patterns. However, you need to unlock the first exotic glaive through the quest chain, then further exotic glaive patterns (the other 2) can drop from the activity (rare chance). #3.
