The auto enclaves with the right mods are (or were recently) very highly prized. With the flamer now being a commando, a combo of an auto and a flamer could be very powerful indeed. As well as the three vendors, complete every dropped connection and cop a squatter you see - they each have a modest chance of dropping a fully modded enclave weapon.
Enclave flamer uses Rifleman perks. You're gonna need the Rifleman perks for it due to some bizarre FO76 logic. AA if you’re not bloodied. But bloodied does the most damage. FYI, it is affected by rifleman perks not commando. As said previously AA or bloodied. AA/B, FFR/50VC, 25AP. The quest "One Of Us" has a 50% chance to drop the Enclave Plasma and the event "Dropped Connection" has a 30% chance. I repair it to 150% because I don't have an endless stash box like others. However the condition bar on my particular enclave flamer is incredibly small. Different mods I would assume increase the condition bar size. Yeah I have a V50c25 one and it does work. Unfortunately even with the aligned Flamer mod, people don’t want to trade for it because it doesn’t have the reflex sight lol. I don’t mind holding on to it. Oh yeah, so first time I got the aligned Flamer mod I thought they grew on trees so used it on a basic enclave plasma lol.

The flamer barrel is not causing the weapon to deal fire damage, so it doesn’t count for friendly fire. You need a beta or gamma capacitor for that to happen, and those mods don’t exist for this weapon. If you want friendly fire on a rifle build, use a normal plasma or laser rifle with one of those capacitors. They do.

Have been grinding the enclave plasma rifle for about 45 hours in the last ten days. First server hopping the bunker for one with a reflex sight, then looking for the aligned flamer mod. I wondered if there was any difference between aligned flamer barrel and true flamer barrel. So far I have 5, one for each character. The enclave mods can only be purchased from the Watoga vendors and they are random items in their inventory. Supposedly they can also drop from enclave events, but I have never gotten one from a drop. The flamer mod can be on rifles dropped from "Dropped Connection" events.
