These belong specifically to the Khajiit Caravan (located near the camping area, marked "chest" in the ground). In all seriousness Bethesda did not patch this out. At least in oldrim. There was a day where I tried to find it back on 360, looked in the exact spot it was supposed to be, and couldn't find it. I’ve waited over 2 days and the loot still hasn’t respawned. You also can't be in the general area of dawnstar.
