Project zomboid soft reset meaning.
A soft reset in Project Zomboid will not delete player-made buildings or reset a player's inventory. It will also not wipe characters, meaning you can continue playing as your current character. This is a great tool for getting more loot and changing the world while maintaining your inventory on a server.

To fully reset it, you have to manually delete the "Saves" folder in the servers "Zomboid" folder to delete the map, then change the ServerID and PlayerID in the servertest.ini (so players will have new characters on the server) Then you just launch the server again, and it will create a new map since the last one was deleted.
