Dataminers find new skin. The previous patch before Atlantic City changed it from rifleman to commando. All this leading up to new box mods dropping.
The enclave flamer benefits from rifleman perks, not commando. It's a fun gun to play with. You can buy the base enclave plasma rifle from the production vendor in the whitesprings bunker, but what you really want is the reflex site and stabilized stock since you can't find mods to add those. AA and bloodied are the best 1st star for Enclaves. 25ffr and 50C are the best second star in general but 25ffr is better for flamers since you usually don't use them in vats. As far as the enclave plasma flamer, generally the same as the others, AA, bloodied, vampires, etc. quad is useless. I have a 2* AA/ap regen on kill and it slaughters everything. I would probably keep rolling for a vampires (I have a 2 plasma flamers) but I’m keeping the AA for sure. The enclave mods can only be purchased from the Watoga vendors and they are random items in their inventory. Supposedly they can also drop from enclave events, but I have never gotten one from a drop. The flamer mod can be on rifles dropped from "Dropped Connection" events. Harpers Ferry seems to be the best one for this, at least in my opinion.
