Easy. Take the train to Riggs Station. Get off train and immediately go on water tower. When train departs station, jump on roof of train. Wait until out of the station and on your way to the bridge and start shooting anything in the air. Jump off at the other side of the bridge and ride off to twin ridges.Buy a ticket, then stay on the train after fast travel is completed; you can get up out of your seat and go to a flat car away from the guards.
