The drop rates are super low, and aren't character dependant - you can get all 3 on one class. The drop chance is far too low for what the glaives actually provide as well. I’d love to see the numbers for what percentage of players actually have all 3, I bet it’s super low. These are for the exotic glaives. There are 3, one made specifically for each class. It's just random drop at end of the Wellspring activity. The one you are referring to is the Auto Rifle and Bow, which drop from Wellspring too (red border).
