Ended up doing open season. I thought maybe I could get to the last star core at the top after I turned the power on but you can only get it during the quest that wouldn't show up for me. Bummer. But I got a set of X-01 mk3 power armor in the power plant so it's fine

You only need all of the star cores to get the powered armor in the case. if i'm remembering correctly you only need 20 to deactivate all the robots and allow the flag to go up.
