If you are on pc, you could possibly get a mod to change the island’s Dino setting so it matches Ragnarok and you are more likely to find higher level dinos. You need to override difficulty to 5.0. Those posts should show you how to do it. Those cause dinos to spawn in intervals of 5lvs.
